The authors developed a research agenda to study ways to improve the availablility and access to public services for individuals living in rural areas. While the discussion focuses on general conceptual and methodological issues pertaining to research on services, it should be applicable to a wide range of specific service areas such as health, education and income maintenance, as well as consumer groceries and dry goods.
