Strategic visioning has become an important tool for community leaders given the realization that localities, both those with growth and those with decline, must assume greater responsibility for their future. Community Visioning/Strategic Planning Programs: State of the Art examines strategic visioning programs with a local economic development focus in the following 10 states to determine their effectiveness: Arkansas, Illinois,Missouri, Nebraska, New Hampshire, Ohio, Oklahoma, South Dakota, Texas and Wisconsin. The report responds to two specific objectives of the study. First, detailed information on the delivery format of the programs is presented so that readers know the options available for organizing and presenting these programs. Second, an effort is made to evaluate the successes or shortcomings of programs in working with community leaders and participants.
